In political campaigns and often in federal or state government administrations, there is a commonly used phrase, “center
of the hurricane.” In layman’s terms, this is the spot where everything takes place; where decisions are made,
where the general operation of the organization comes together. The center of the hurricane in the Barbour administration
is located on the 15th floor of the Woolfolk building in downtown Jackson. This is the office of Charlie Williams,
Governor Barbour’s chief of staff, where the sun rises and sets many times each day.

sees Delta as big asset
to State tourism effort
Experience working for two Presidents in The
White House will bring much to new tourism job

Working at The White House under President Bush “41” and then again for President Bush “43” was an invaluable learning
experience for Mississippian Craig Ray whom Governor Barbour recently named Director of Tourism for the State. Ray’s
job at The White House taught him that there was no such thing as an eight hour work day or that each week consisted of five
working days. The White House experience also taught him that in that job, everything that really mattered came down to
the “details.” There simply isn’t any room for errors while working for a sitting President. Ray plans to bring this discipline
and work ethic to his new job here in Mississippi.

“I think that we have an incredible opportunity to increase our tourism numbers here in the Mississippi,” says Ray. “I
think that there are things we can do a little better, or perhaps try some things that we have never considered.” Either
way, Ray seems to be the person who can accomplish this mission.

Barbour to speak
at 69th Delta Council Day

Governor Haley Barbour will give the keynote address to the 69th Annual Meeting of Delta Council, 48 hours before the
scheduled adjournment of the 120-day Mississippi Legislative Session for 2004. Governor Barbour chose Friday, May 7,
as the date to appear before the Delta Council audience in order to utilize the forum as an opportunity to spell out his views
on the major issues and compromises that are certain to be shaped in the final weekend of the legislative session.
“We are pleased that Governor Barbour has accepted our invitation to be the keynote speaker for Delta Council Day, and
we believe it is highly appropriate that he selected May 7, since the most critical decisions facing the state legislative session
will be hammered out that very weekend,” stated Dan Branton, the Delta Council President from Washington County who
extended Barbour the invitation.

Entergy steps up Delta economic development

Automotive supply giant Faurecia had all but made up its mind to locate a manufacturing plant in Arkansas when Mississippi
recruiters invited them to visit the Delta.
Judging from their decision, Faurecia liked what they saw. In February, the company announced plans to open the plant in
Cleveland instead.
“We took an aggressive approach to get them to come here and look at the site,” said Rick Byars, senior project manager
for economic development at Entergy Mississippi. “They were wowed by the reception from local, state and Entergy representatives.
They noted our desire for them to locate in Cleveland, and it made a big impact.”
